The Office of the U.S. Trade Representative on Sunday will open an electronic portal to request exclusions from Section 301 tariffs covering $200 billion worth of goods from China based on the 2017 import value, USTR announced.
Responses to exclusion requests made on http://exclusions.ustr.gov are due 14 days after the request is posted on the portal, while replies to responses are due no later than seven days after the close of the 14-day response period, or seven days after the posting of a response, USTR said.
Any exclusions will take effect starting with the Sept. 24, 2018, effective date of the $200 billion action and extending one year after publication of the exclusion determination in the Federal Register.
USTR will “periodically” announce decisions on pending requests, the agency said.

The USTR announcement summarizes the information to be entered on the exclusion request form.

We are seeing many more pricing requests for Southeast Asia and the Indian subcontinent. Few actually moved their supply chains outside of China because this will take time, especially for larger shippers. However, Taiwan and South Korea are in a unique situation: Some manufacturing had shifted to mainland China in the last decade due to lower costs, but that infrastructure is still in Taiwan and South Korea. Some manufacturing may temporarily shift back there until Southeast Asia infrastructure catches up.

The Port of Zeebrugge is called by 12 liner services that also sail to regions outside North Europe, according to BlueWater Reporting’s Port Dashboard tool.
