   The Long Beach Board of Harbor Commissioners on Monday approved the selection of Wei Chi to lead the finance division.
    Chi (pictured above left) returns to the Port of Long Beach after working for several years as the deputy executive director and comptroller for Los Angeles World Airports, the city agency that operates Los Angeles International Airport. In that role, he oversaw the implementation of a $14 billion overhaul of LAX.
    He was an assistant chief financial officer for the Port of Long Beach from 2007 to 2008 and was part of the executive team that spearheaded the San Pedro Bay Ports’ Clean Trucks Program financial initiatives.
    Prior to his first stint with the Port of Long Beach, Chi was a senior executive with BP and ARCO.


   UTC Overseas, a Houston-based provider of project cargo logistics and management, has appointed Bob Felix (pictured above right) to its rail logistics team as director of specialized projects.
    In the early 1990s, Felix spearheaded the establishment of a rail department for a major project cargo firm. In 2004, he founded Specialized Rail Transport and has served as its president since its inception. He is a past president of the Railway Industrial Clearance Association and also is an active member of the American Railway Engineering and Maintenance-of-Way Association.
    “His distinguished and varied portfolio includes heavy-haul truck transport of auto plant presses and construction machinery; rail transport of a wide range of nuclear components, including a 700-ton reactor vessel from Canada to Kansas; rail transport of wind-generation components, including the first-ever ship-to-rail loading in this sector; oversight of route clearances for heavy and oversized loads; acquisition of an outside logistics firm providing in-house rail and truck logistics services for a major global OEM, including management and operation of 20- and 22-axle Schnabel cars; and development and purchase of a 20-axle flat deck railcar to his company’s design,” said James Lange, UTC project director.


    Virgin Atlantic Cargo has appointed Bosco Dsouza as account manager for Melbourne, Australia.
    Dsouza joins the airline from Worldwide GSA for Qatar Airways Cargo and brings more than 20 years of experience in the cargo industry. Earlier positions were with FedEx and dnata.
   “Bosco is a great addition to our team in Australia and will play an important role in helping us build on the growth we delivered last year. Our ability to connect customers in Melbourne with Hong Kong and Los Angeles through our partnership with Virgin Australia, as well as offering onward connections to the rest of the Virgin Atlantic network, continues to give us a strong advantage,” said Pip Palmer, manager of regional sales in Australia and New Zealand.

We agreed on a number, which was very, very good: $2 trillion for infrastructure. Originally we had started it a little lower. Even the president was eager to push it up to $2 trillion.

The Port of Hamburg handled 2.3 million TEUs in the first quarter, which was a 6.4% growth in container handling. The U.S. became the port's second-largest partner in container traffic with 121,000 TEUs.
