BIS and Census penalties increase

The Bureau of Industry and Security and Census Bureau have raised their civil penalty amounts for various export control and trade statistics violations.

   The U.S. Commerce Department’s Bureau of Industry and Security and Census Bureau have raised their civil penalty amounts for various export control and trade statistics violations.
   The agencies have authority to adjust their civil penalty amounts according to inflation under the 2015 Federal Civil Penalties Inflation Adjustment Act Improvements Act.

   The U.S. Commerce Department’s Bureau of Industry and Security and Census Bureau have raised their civil penalty amounts for various export control and trade statistics violations.
   The agencies have authority to adjust their civil penalty amounts according to inflation under the 2015 Federal Civil Penalties Inflation Adjustment Act Improvements Act.
   The new penalty amounts, which will be applied per violation, take effect March 1.
   BIS has increased its civil penalty amounts for the following violations:
   • International Emergency Economic Powers Act, from $295,141 to $302,584 (per charge, per export violation).
   • Chemical Weapons Convention Implementation Act, from $37,601 to $38,549.
   Census has increased its civil penalty amounts for the following violations:
   •Collection of Foreign Trade Statistics, each day’s delinquency of a violation, from $1,360 to $1,394, with a maximum per violation from $13,605 to $13,948.

The slowdown in the manufacturing sector with the ongoing softening in trade sentiment point to the likelihood of continued weakness in air cargo markets in the coming months. 

The Alliance’s PN2 offers faster transits from Vietnam to the U.S. than any other container shipping service at 14 days from Haiphong to Tacoma, according to the BlueWater Reporting database.
