WASHINGTON Rutter is transportation policy director for the Texas Governor’s Office where he has served since 1995. Prior to that, he was deputy executive director of the Texas High-Speed Rail Authority for five years. The Arlington, Va.-based National Industrial Transportation League praised the administration’s nomination of Rutter. "I have known Allan Rutter for almost 20 years, and I have never heard a negative comment about him. His relationship with the president will help to elevate railroad issues to a higher priority and that will be good for the entire freight transportation industry," said Ed Emmett, president of the NIT League. |
