Transpacific lines seek April 15 rate hike

   The Transpacific Stabilization Agreement on Wednesday recommended its container shipping company members shoehorn in yet another rate increase between March 15 and May 1.     TSA said carriers should hike eastbound freight rates an additional $400 per 40-foot container (FEU) on April 15.
