Toomy named New Orleans port chairman

   The Port of New Orleans has elected Joe Toomy to serve as chairman.    He succeeds Commissioner Valerie Cahill, whose term as chairman expired. Cahill will continue to serve on the board as a commissioner. The board also elected Commissioners Dan Packer to vice chairman and Greg Rusovich to secretary-treasurer.    A 24-year veteran of the Louisiana Legislature, Toomy represented District 85 from 1984 until 2008 – he was appointed to the board by Gov.
