FMC rule could allow foreign NVOs to enter NRAs

The U.S. Federal Maritime Commission voted this week to issue a Notice of Proposed Rulemaking (NPR) that would allow foreign non-vessel-operating common carriers to enter into negotiated rate arrangements (NRAs).
