UPS still in talks with TNT

   UPS announced Friday that it remains in discussions on a revised offer to buy rival express carrier TNT Express, based in The Netherlands.    It said it plans to submit a new offer to Netherlands authorities within the required 12 weeks from its initial offer on Feb. 17.    TNT rejected UPS's unsolicited offer last month. ...
