Security forces keep Somali pirates at bay

   The number of attacks by Somali pirates on vessels from the Red Sea to the Indian Ocean declined in the first half of the year to 69 from 163 during the same period in 2011, the International Maritime Bureau reported Monday.    The organization, part of the International Chamber of Commerce, said a big reason for the number of failed attempted hijackings is the strong international naval presence in the region.
