Obama signs transportation bill

   President Obama on Friday signed into law the two-year, $105 billion surface transportation bill passed by Congress a week earlier.    The bill streamlines more than 100 federal programs, attempts to speed up project delivery, adds performance outcomes to the criteria for project funding and addresses freight infrastructure for the first time.
