NY-NJ port says tenant owes $2.8 million

   The Port Authority of New York and New Jersey said Tuesday it would get tough with a tenant that owes it $2.8 million in rent and fees dating to spring 2011.     The agency said it is giving Foreign Auto Preparation Service (FAPS), the largest auto processor in the port, eight days to meet its financial obligations.    FAPS handles about a third of the auto processing in the port.
