   The U.S. Federal Maritime Commission has received 11 license applications and changes for review.    The FMC received non-vessel-operating common carrier/ocean freight forwarder license applications from Atlanta Customs Brokers & Intl Freight Forwarders, Atlanta (Kathy Williams, vice president of exports); AZ Freight, Flushing, N.Y.
