     The Obama administration's fiscal year 2013 budget for the Department of Homeland Security would cut net discretionary spending by $191 million, or 0.5 percent, below the 2012 enacted level to $39.5 billion.    The spending plan reflects fiscal realities that have led to belt-tightening across a wide section of government. Discretionary spending - the amount of the budget controlled by the annual budget process - represents only 30 percent of the federal government's outlays. ...
