Boeing fined $13.6 million for safety compliance delay

The U.S. Federal Aviation Administration has issued a preliminary civil penalty of $13.6 million against Boeing for failing to meet a deadline to submit service instructions that would enable airlines to further reduce the risk of fuel tank explosions on more than 380 Boeing jetliners.
