APL leaving WTSA

   The liner carrier APL is leaving the Westbound Transpacific Stabilization Agreement, an entity that sets guidelines for rates and surcharges on shipments from the United States to Asia.    APL's departure, effective Sept. 1, brings the number of WTSA members down to nine - Evergreen Line, Hanjin Shipping, Hapag-Lloyd, Hyundai Merchant Marine, "K" Line, NYK Line, OOCL, COSCO Container Lines, and Yang Ming.    It's the first departure from the WTSA since MOL left in 2005...
